Objective:To investigate into the current situation of the grassroot-level Chinese medicine service talent team of"preventive treatment of disease"from aspects of demand and supply,analyze the problems existing in the construction of talent team,and to put forward countermeasures.Methods:Selected 1 391 residents,621 service personnel and 13 administrators from 22 community health service centers in Hangzhou,Shaoxing and Huzhou for investigation and interview according to stratified sampling, cluster sampling and random sampling.Results: The problems of imbalanced and inadequate development of the talent team were prominent,which included the different proportion of physicians with high education and academic titles and Chinese medicine-related physicians in regions with different economic levels,imbalanced allocation of core Chinese medicine talents among institutions,and the dilemma between the good condition of the number of service personnel and internal composition and its insufficiency to meet the development needs.The training targets were mainly personnel with higher educational background,of Chinese medicine and with high technical titles.A total of 70.1% of the service personnel felt competent for their work,and the type of their medical practice and the effect of training were the important factors that affected the competency.The score of residents'trust in doctors was(38.00±6.42).Staff assessment and incentive mechanism was not perfect.Conclusion:It is a feasible method of the improvement of grassroot-level Chinese medicine service talent team of"preventive treatment of disease"to implement preferential policies for grassroot-level medical institutions in areas with low economic level, train talents through multiple approaches, train them according to needs,and pay attention to personnel assessment and incentive.
