Abstract：To realize the high-quality development of traditional Chinese medicine (TCM) industry is the basic proposition and important support for constructing the modern Chinese medicine industry system and promoting the high-quality development of the overall cause of TCM. By combing the connotation and evaluation system of the high-quality development of TCM industry， the paper believes that the highquality development of TCM industry is still facing the pressure of technology upgrading and scientific and technological innovation， industrial cluster building， industrial integration and development， leading enterprises drive radiation， international market occupation， and industrial service platform improvement. Therefore，the policy orientation and basic path to achieve high-quality development of TCM industry are as follows： a) building industrial bases， industrial clusters and industrial parks， and improving the industrial chain and industrial system； b) developing the advantages of authentic brand Chinese medicinals and creating pillar industries that enrich people and develop business； c) giving full play to the effect of the characteristic poverty alleviation and prosperity model to promote sustainable economic and social development； d) implementing the strategy of driving scientific and technological innovation to promote creative transformation and innovative development；e) building a new pattern of integrated development of "TCM + " to promote modern industrialization； f) building service export base to promote the rapid development of foreign trade；g) focusing on the bottleneck of development and exploring a new model of cooperation between industry，university，research，hospital，government and enterprises.
